(1) Vendor needs to provide affordable housing development and financial consulting services to the government authority located in Oakland, CA. – Provide professional affordable housing development and financial consulting services. – Support agency in administering affordable housing funding programs, evaluating funding applications, assisting with housing development activities and providing technical expertise related to affordable housing finance and project implementation.– Support the agency’s affordable housing goals by providing timely, high–quality analysis, program support and project assistance.• NOFA application reviews: NOFA application reviews will entail reviewing and scoring projects based on project financial analysis, project development milestones and feasibility, organization’s financials, and compliance with established program guidelines and requirements.• Housing development services:– Plan and implement bond funding programs (ie Measure U) as well as other funding sources. – Assist in compliance reporting on bond funds and other funding programs.– Assist in the review and development of program documents, including loan documents, for the implementation of agency housing programs.– Reviews and update standard operating procedures and establishment of new operating procedures as necessary.– Close affordable housing loans, under supervision of agency staff.– Conduct feasibility analyses of large agency–owned projects.– Assist in management of troubled assets or other asset management related activities.(2) All the questions must be submitted no later than November 6, 2026.
