The Republic of Lebanon (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP) , and intends to apply part of the proceeds toward payments under the contract for “Rehabilitation of Shelters (Public Schools) for Batch 3: Lot 1 Lot 2 lot 3 and Lot 4”. For these four contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The project encompasses 4 distinct Lots categorized across different regions. The distribution for Batch 3 includes: Batch 3 – 4 Bids: Request for Bid (RFB) Designation Lot Caza’s Number of Schools LEAP-SH-SW-MEHE- Batch 3 (lot 1) Lot 1 Baalbeck 17 LEAP-SH-SW-MEHE- Batch 3 (lot 2) Lot 2 Zahle 17 LEAP-SH-SW-MEHE- Batch 3 (lot 3) Lot 3 West Bekaa & Rachaya 11 LEAP-SH-SW-MEHE- Batch 3 (lot 4) Lot 4 Mount Lebanon & South 22 2. The Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for the “ Rehabilitation of Shelters (Public Schools) – Batch 3: Lot 1”, consisting of providing restoration works to address the needs of buildings including the supply of material and implementation of repairs of items such as lighting, bathroom plumbing, painting, tiling, etc… of selected public buildings used as shelters, in compliance with applicable National and International Regulations and World Bank requirements for such. The scope is limited to light repair and improvement of accessibility works aimed at restoring basic safety, functionality, habitability, and dignity of use. These interventions are intended as quick-impact measures to improve school environment conditions. and restore the buildings to their primary function as educational facilities. The objective is to ensure they are safe and fully functional for regular schooling. The interventions will be carried out in selected sites across the targeted locations. 3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers - Sixth Edition, February 2025” , and is open to all Bidders as defined in the Procurement Regulations. The contract will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject that the selected Bidder meets the required qualification criteria, and the requirements as specified under paragraph 4 below. 4. Bidders have the option to submit a Bid for one or more of the lots listed in the table above. Bidders submitting their bids for more than one lot, must ensure that the following criteria are met for the combined requirements of the lots included in their bid: Construction cash flow requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.1 Average Annual Construction Turnover requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.2 Key Personnel stipulated in Section III - Evaluation and Qualification Criteria Paragraph 4. Interested eligible Bidders may obtain further information from the Council for Development and Reconstruction and inspect the bidding documents at the address given below from 9:00 to 15:00 hours (Beirut local time) from Monday till Friday . 6. Interested eligible Bidders may purchase the bidding documents. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred fresh US Dollars (US$ 100) for the selected lot. The method of payment will be in cash (fresh USD) . The document is to be picked up by a person duly authorized by the applicant. The cash is collected by the Tenders Department at CDR, and a receipt is issued to the person purchasing the bidding document at the time of payment. 7. Bids must be delivered to the address below at or before 12:00 noon Beirut Local Time on Tuesday, October 06, 2026 8. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00 noon Beirut Local Time on Tuesday, October 06, 2026 . 9. All Bids must be accompanied by a Bid Security of Fifteen Thousand fresh US Dollars (US$ 15,000) for the selected lot. 10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. 11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 12.
