(1) Vendor needs to provide independent compliance services to the government authority located in Syracuse, NY.– Provide program wide independent compliance administration and monitoring services for all contracts.– Program compliance administration.– Develop a written implementation plan covering staffing, document flow, review procedures, escalation paths, meeting cadence, systems, records management and reporting in compliance withcurrent diversification plan and procedures manual.– Workforce development and diversification.– Review final utilization reports and proof of payment before contract closeout and retainage release.– Monitor workforce participation against the diversification plan goals, including minority workforce, female workforce, city residency and student and former student goals identified in the plan.– Certified payroll compliance.– Monitor contractor and subcontractor data quality and submission status.– Pay application compliance review.– Audit and regulatory support.(2) All questions must be submitted no later than November 20, 2026.(3) A non–mandatory pre–bid meeting will be held on November 12, 2026.
