(1) Vendor needs to provide web design and development service using CMS. – The website should be built on a user–friendly content management system that enables agency staff to independently manage website content.– Consistent and unified design theme. Each section of the site should maintain a cohesive visual identity, including consistent branding, typography, headers, colors, spacing, and page layouts. – Provide a user–friendly experience.– Be Fully responsive and optimized for major web browsers, tablets and mobile devices.– Allow users to easily locate documents and information without requiring familiarity with regional government structure or agency operations.– Provide social media and third–party integration as defined in Functional Requirements– Support flexible growth and scalability. – The website should be designed to accommodate future contect expansion, feature enhancements and evolving agency priorities.– Provide a simple, efficient, and intuitive user experience through a clear, consistent, and uncluttered layout.– Create a searchable document library that allows users to easily locate, view, and download documents, agendas, reports and any other related materials– Include on–site or virtual training for designated agency Staff (up to 5 users) to ensure staff can effectively manage website content and administration.– The proposed content management system must support modular, reusable and accessible website components that allow agency staff to easily create, manage and publish content without technical expertise.(2) All the questions must be submitted no later than October 15, 2026.
