(1) Vendor needs to provide comprehensive assessment of departmental programs and training services to the government authority located in Hawaii.• This assessment is designed to focus on several key areas, including training requirements, organizational structure, policies, procedures, technology utilization, and business practices.• Communication, strengthening governance, and advancing workforce development. These efforts are intended to support effective workforce succession and ensure the department's continued success.• Review policies, procedures, operational processes, and data governance practices across construction management, maintenance operations, and emergency response.• Assess governance structures, decision‑making roles, workflows, and technology platforms that support program operations, including identifying opportunities for the safe and compliant integration of AI tools.• Identify gaps, inefficiencies, risks, and opportunities for improvement across all evaluated areas and develop implementation roadmap.• Support execution of the completed implementation roadmap, training plan, and communications plan.(2) A contract period will be for three years.
