REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT Republic of Tajikistan Tajikistan Women's Economic Empowerment Project (TWEEP) Grant No.: TF-D1600 Title: Program Officer Reference No.: TWEEP-CS-IC-06 The State Committee on Investment and State Property Management of the Republic of Tajikistan (SCISPM) has received financing from the World Bank toward the preparation and implementation of the Tajikistan Women’s Economic Empowerment Project (TWEEP) and intends to apply part of the proceeds for individual consulting services. The assignment is to provide programmatic, coordination, and analytical support to the PIG, contributing to timely implementation, monitoring, and reporting of Project activities across all components. The Junior Program Officer will support coordination of Project activities across components and with Technical Facilitation Partners, assist in preparation of work plans, schedules, implementation tracking tools, Project documentation, correspondence, internal notes, and support organization of meetings, trainings, workshops, and missions. The Junior Program Officer will work full-time, based in Dushanbe, with travel to regional project sites (Districts of Republican Subordination and GBAO) as required. The duration of the contract will be for an initial 12 months, including a three (3) month probationary period, renewable based on performance and project needs. The total project duration is until April 2029. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) with description of experience in similar assignments and a brief cover letter. The criteria for selecting the Consultant are: Education • University degree in economics, public administration, social sciences, development studies, or a related field; Work experience • At least one (1) year of relevant professional experience in project support or coordination roles; • Experience with donor-funded or government projects is an advantage; Special interpersonal skills • Strong organizational, analytical, and communication skills; • Proficiency in Russian is required; knowledge of Tajik is highly desirable; working knowledge of English is an advantage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (the Regulations), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
