(1) Vendor needs to provide labor tax integrated solution. – Provide a fully functional Software as a Service (SaaS) Solution to replace the current Employer Accounts System (EAS).• Consolidation of employer accounts management, audits, workflow automation, document imaging into one comprehensive Solution, thereby eliminating the need for ancillary systems including the Employer Accounts Audits Application and FileNet;• Creation of a web–enabled real–time wage record inquiry portal for federal and State agency partners to verify employer account wage information based on established rules and records;• An integrated document management solution including document creation, imaging, electronic signature, and storage;• The ability to utilize multiple modes of data exchange, including real–time APIs–web services, secure File Transfer Protocol (FTP) and batch processing for existing interfaces and the creation of new interfaces/data exchanges; • Improved user experience, employer–worker relationship and two–way communication;• The ability to import/export data using secure FTP and batch processing methodology;• Be available to the public 24 hours a day 7 days a week;• The ability to retain and archive data on a schedule determined by the State; • The ability to integrate with Single Sign–On capability through the SAML 2.0 standard, which the State fully supports;• Member–role–based functionality;• Leverage new technologies to enhance predictive analytics/real–time analysis, automate routine and preemptively detect and prevent fraud;• Allow for data interoperability and the ability to exchange data. The Solution will have the capability to share data amongst internal and external agencies/partners and ensure that the ability to integrate and/or interface with departmental data warehouse/data mart/data lake, as required.(2) All the questions must be submitted no later than August 14, 2026.(3) An Optional pre–quote submission conference will be held on August 6, 2026.
