Description
Project Description: The Central Contra Costa Transit Authority (County Connection) and the Livermore Amador Valley Transit Authority (LAVTA) are requesting proposals from qualified firms to provide ADA and non-ADA paratransit services and related transportation operations throughout their combined service areas. County Connection has provided ADA complementary paratransit services since 1990 through its LINK program and currently administers services for County Connection, BART within central Contra Costa County, and LAVTA’s Wheels Dial-A-Ride program, as well as several hybrid and special transportation services. This procurement builds on a successful regional pilot program in which County Connection extended its in-house and contracted paratransit resources to serve both agencies under a coordinated operating model. The resulting contract will be administered by County Connection, with service policy development and performance evaluation shared by both agencies. The current contract with Transdev expires June 30, 2027, and the successful proposer must assume all services effective July 1, 2027. The selected contractor will provide safe, efficient, effective, and innovative operations, including reservations, scheduling, dispatch, customer service, technology-enabled service delivery, and data-driven performance management. Proposers should demonstrate expertise in paratransit cost analysis, operational efficiency, and the design and implementation of innovative and accessible mobility solutions. Key objectives of this procurement include developing affordable and user-friendly technologies, increasing shared-ride efficiencies, expanding service availability throughout the combined service area, providing flexible cancellation and rebooking options, offering self-service trip management tools, reducing regional transfer wait times, reducing deadhead and other unproductive time and mileage, and developing partnerships with other transportation providers and sponsors. The successful proposer will be expected to continuously identify and implement opportunities to improve service quality, accessibility, efficiency, and regional mobility integration.
