(1) Vendor needs to provide special counsel legal services to the government authority located in Reno, NV.– Services include representation and legal counsel in matters involving tribal water rights, settlement fund administration, land and natural resources, real property, economic development, contracts, litigation, regulatory compliance, cultural resource protection, and other legal matters as requested by agency– Settlement Fund Administration• Legal advice regarding the Tribal Settlement Fund.• Legal advice, drafting amendments and revisions to the Settlement Fund Plan.• Compliance with applicable federal laws and settlement requirements.B. Water Rights– Provide legal representation concerning:• Tribal water rights.• Surface and groundwater matters.• Water rights acquisitions.• Water rights litigation.• Water rights negotiations.• Protection and enforcement of Tribal water rights.• Federal reclamation issues.Land Acquisition– Provide legal services regarding:• On–reservation land acquisitions• Off–reservation land acquisitions• Fee–to–trust acquisitions• Easements(2) The contract period will be for one year.
