REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – Individual Consultants) Country: Grenada Name of Projects: Windward Islands Sector Transformation for Learning Enhancement (WISTLE) Project Grant No: TF-C8596 Assignment Title: National Consultant for Curriculum and Assessment Support Reference No.: GD-MOE-GRENADA-552289-CS-INDV Background The Government of Grenada has received financing from the Global Partnership for Education (GPE) through the World Bank toward the implementation of the Windward Islands Sector Transformation for Learning Enhancement (WISTLE) Project and intends to apply part of the proceeds to engage an Individual Consultant – Curriculum and Assessment Support. The WISTLE Project is a regional initiative supporting Dominica, Grenada, Saint Lucia, and Saint Vincent and the Grenadines in strengthening education systems through curriculum reform, teacher professional development, education technology, assessment systems, and institutional capacity building. Under Component 2 – Enhanced Lower Secondary Curriculum and Assessment Strategy in Grenada , the Ministry of Education seeks to recruit a qualified National Consultant to provide technical, operational, and coordination support for the implementation of curriculum reform and learning assessment activities. Scope of Services The Consultant will, among other responsibilities: Provide technical support for the implementation of Component 2 activities. Assist in the preparation and monitoring of annual work plans and budgets. Prepare a mapping of existing teacher training, coaching and mentoring programmes. Develop implementation roadmaps and training plans. Support procurement planning and preparation of Terms of Reference for consultancy assignments. Coordinate curriculum reform and learning assessment activities. Support monitoring and evaluation of project activities. Assist with stakeholder engagement, workshops and consultations. Review consultant deliverables and provide technical feedback. Prepare progress reports and support reporting to the Government of Grenada and the World Bank. Ensure compliance with the Project Operational Manual, Procurement Plan, Environmental and Social Commitment Plan, and applicable World Bank requirements. Objective of the Assignment The Consultant will provide planning, coordination, technical and implementation support to the Ministry of Education and the Project Implementation Unit (PIU) in the execution of Component 2 activities. The Consultant will support project planning, implementation, monitoring, reporting, stakeholder coordination, and to ensure timely and effective implementation of the Project. The assignment is expected to be carried out over a period of twelve (12) months , with the possibility of renewal for an additional twelve (12) months based on satisfactory performance. Qualification and Experience Requirements A Bachelor’s Degree or higher in Education, Curriculum Development, Educational Leadership, Teacher Training or a related discipline. Training and demonstrated experience in curriculum development or curriculum implementation. At least five (5) years of relevant professional experience in curriculum reform, teacher professional development, education policy implementation, or related education programmes. Demonstrated knowledge of curriculum development, assessment frameworks, differentiated instruction, inclusive education, student-centred learning and continuous assessment. Experience working with Ministries of Education and/or donor-funded education projects will be an asset. Experience with World Bank, GPE or other internationally financed projects, including familiarity with procurement, monitoring and environmental and social requirements, will be an advantage. Eligibility to work in the Eastern Caribbean. Have excellent communication skills. Excellent command of the English language. Excellent analytical, report writing and communication skills. The Government of Grenada now invites individual consultants (“Consultants”) to indicate their interest in providing the Services.
