(1) Vendor needs to provide utility billing mailing services to the government authority located in University Park, TX. • Printed and mailed paper utility bills: approximately 3,300 per month. • Electronically issued and paid bills requiring image capture and archiving: approximately 5,000 per month. • Combined monthly billing population requiring image storage: approximately 8,300 accounts. • Occasional additional inserts, seasonal notices, and informational communications distributed with regular bills.– For mailing services related to Utility Billing.– For comprehensive utility bill printing, mailing, and electronic image archiving services.– The city generates monthly utility bills for residential and commercial customers, a portion of whom continue to receive and remit payment via a traditional paper bill, while the remainder view and pay their bills electronically through the City's digital billing partners WaterSmart and Invoice Cloud.– The city needs a vendor capable of producing accurate, professionally formatted utility bills, managing the full print–and–mail production cycle, and delivering cloud–based bill images that City staff can access when assisting customers.– Vendor will support the City's existing customer payment ecosystem, which includes online portal access, automatic payment options, text–based payment and notification services, automated telephone payments, paperless billing enrollment, and in–person and drop–off payment channels.(2) All questions must be submitted no later than September 22, 2026.(3) The contract period will be one year.
