(1) Vendor needs to provide local market assessment and housing study service. – Provide complete a local market assessment focused on housing within the town’s corporate limits and surrounding areas.– Evaluate the current housing market conditions and identify opportunities to support affordable housing, workforce housing, and strategic residential development.– Study will assist the town in planning for future growth, identifying development opportunities, and supporting funding applications and economic development initiatives.– Conduct a comprehensive local housing needs assessment, including renter and owner demand across income levels.– Evaluate existing housing supply, including condition, affordability, and adequacy.– Analyze market dynamics, including sales prices, rental rates, vacancy rates, and affordability gaps.– Identify and map opportunity sites for infill or redevelopment.– Recommend housing policy strategies to support affordable and workforce housing production.– Engage the community and stakeholders, including a community survey, stakeholder interviews or focus groups, etc.(2) All the questions must be submitted no later than July 22, 2026.
