Project Name: County Budget Software System Date: Tuesday, August 18, 2026 Description: The Marin County Office of the County Executive (OCE) is soliciting proposals from qualified vendors to provide an integrated budget development and publication software suite capable of budget and capital plan development and budget and capital plan book production. The solution must be flexible enough to handle the full spectrum of budgeting and reporting needs at the County – work performed by everyone from budget and finance professionals to subject matter experts needing quick reports to administrative staff doing routine journal entries. We are specifically calling for solutions that can serve the dual purpose of standard reporting and planning along with production capabilities for the County’s annual budget book of record and its capital plan book. Our existing processes require the use of several different tools for these respective capabilities. The software suite needs to be user-friendly, easy to learn, and digitally compliant, with flexibility and customizable reporting capabilities. Public-facing materials, including online and PDF budget materials, need to be accessible based on current legal standards and requirements. County staff will use the software to complete all budget development and fiscal projection tasks, financial reporting, and data entry as part of the annual budget development cycle. Additionally, for a Capital Improvement Plan (CIP) management system, the County seeks a solution that will improve visibility into capital project scope, status, schedule, budget, expenditures, funding, and priorities. It should integrate with Tyler Enterprise ERP (formerly Munis) by Tyler Technologies to reduce duplicate data entry and improve alignment between project planning and financial information. It needs to provide configurable reporting, dashboards, workflows, and document-generation capabilities. The system should support multi-year capital planning, including project requests, scoring, prioritization, funding scenarios, project ranking, and planning-year assignments. The solution should allow the County to evaluate proposed and active projects based on configurable criteria, available funding, strategic priorities, facility needs, infrastructure condition, regulatory requirements, and other factors.
