(1) Vendor needs to provide live fire training facilities service for aircraft rescue fire fighters to the government authority located in Washington, DC.• Planning– Conduct a literature review and gap analysis addressing agency live fire training requirements, facilities, programs, funding sources, and other relevant resources. – Document and assess the current state of agency live fire training needs, facilities, programs, and resources.– Develop a plan for conducting 6 to 10 case studies.– The case studies should provide actionable information and illustrate considerations, challenges, and potential solutions associated with developing and operating agency live fire training facilities.• Framework Development – Conduct the case studies according to the approved Interim Report– The case studies shall identify actionable information, considerations, challenges, lessons learned, and potential practices associated with developing, operating, and sustaining agency live fire training facilities. – Conduct an analysis of future agency live fire training needs based on the findings from Phase I and the case studies. – Identify remaining research gaps and develop potential agency problem statements for additional research needed to advance agency live fire training. (2) The contract period will be twenty–three months.
