Request for Expression of Interest (Consulting Services - Competitive Selection of a Firm Based on Qualifications) Kyrgyz Republic Enhancing Resilience in Kyrgyzstan Project (ERIK) Loan No. IDA 66870 Grant No. IDA D6550 Tender No. KG-CS/CQS-05-2026/AF Assignment Title: Consulting Services for Information and Public Awareness Activities and Media Coverage under the Enhancing Resilience in Kyrgyzstan Project (ERIK) Component 2 of the “Enhancing Resilience to Natural Disasters in the Kyrgyz Republic” (ERIK) Project: Improving the safety of school and preschool educational institutions within the framework of the State Program “Safe School and Preschool Educational Organizations in the Kyrgyz Republic for 2015-2024” Responsible government agencies: Ministry of Education and Science of the Kyrgyz Republic and the State Agency for Architecture, Construction and Housing and Communal Services under the Government of the Kyrgyz Republic. The objective of this component is to improve the safety and functionality of the existing infrastructure of public schools by providing support to the Government of the Kyrgyz Republic within the framework of the State Program “Safe School and Preschool Educational Organizations in the Kyrgyz Republic for 2015-2024”. To achieve the set objectives, measures developed and implemented under Component 2 are aimed at retrofitting school facilities to ensure seismic safety, energy efficiency and improved functionality of schools. The Project will modernize 40 schools, of which 10 under the Main Project and 30 under the Additional Financing. These Terms of Reference cover those schools where construction and renovation works are already underway or planned for 2026-2027. The ERIK Project requires consulting services to provide “Outreach and awareness-raising work and media coverage for the Project ‘Enhancing Resilience to Natural Disasters in the Kyrgyz Republic ‘’. Within the framework of the Project, the modernization of 40 schools is planned, including 10 schools under the Main Project and 30 schools under the Additional Financing. This Terms of Reference covers the schools where construction and rehabilitation works are being carried out or are planned for 2026–2027. The ERIK Project requires consulting services to support “Information, Awareness-Raising Activities and Media Coverage of the ‘Enhancing Resilience to Natural Disasters in the Kyrgyz Republic’ Project.” The objective of this assignment is to provide consulting support to the “Enhancing Resilience to Natural Disasters in the Kyrgyz Republic” (ERIK) Project in the development of media products (including videos, infographics, banners, and other information materials), as well as to inform the target audience and other stakeholders about the activities and achievements of the ERIK Project. The Consultant will provide technical and advisory services to support “Information and Awareness-Raising Activities and Media Coverage of the ‘Enhancing Resilience to Natural Disasters in the Kyrgyz Republic’ Project.” The assignment is expected to commence in September 2026. The anticipated duration of the assignment is 24 months following the signing of the contract with the successful bidder. The estimated budget for the assignment, inclusive of all applicable taxes, shall not exceed USD 50,000.00. The “Enhancing Resilience to Natural Disasters in the Kyrgyz Republic” (ERIK) Project invites eligible consulting firms (Consultants) to express their interest in providing services for Information and Awareness-Raising Activities and Media Coverage of the “Enhancing Resilience to Natural Disasters in the Kyrgyz Republic” (ERIK) Project. Interested companies must provide information confirming their qualifications and relevant experience in providing services. At the Expressions of Interest stage, the Consultant must meet the following minimum requirements: More than 3 years of experience in implementing and managing media campaigns, PR and SMM; Specific experience in preparing media materials in at least 3 projects and availability of technical capabilities and necessary resources; Experience in providing similar services in projects funded by international organizations . After evaluating the received expressions of interest from consulting companies, only the most qualified company (with the highest score) will be invited to submit technical and financial proposals. Key people will not be assessed at the expression of interest stage. Consultants should pay attention to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank's Procurement Regulations for IPF Borrowers issued in July 2016, revised in February 2025 (Procurement Regulations), which set out the World Bank's policy on conflict of interest. Consultants may associate with other companies to expand their qualifications, but must clearly state that the association is in the form of a joint venture and/or sub-consultants. In the case of a joint venture, all partners in the joint venture must be collectively or individually responsible for the implementation of the assignment. The consultant will be selected in accordance with the CQS - selection based on the qualifications of the consultant specified in the Procurement Regulations.
