BOX 341, KAMPALA, UGANDA TELEPHONES: General Line 0417 770500, Web: www.opm.go.ug , E-mail: ps@opm.go.ug REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) REPUBLIC OF UGANDA DEVELOPMENT RESPONSE TO DISPLACEMENT IMPACTS PROJECT PHASE II (DRDIP-II) Credit No.: 7778-UG | Grant No.: E4420-UG Assignment Title: Consultancy Services to Conduct a Value Chain and Market Systems Analysis for Priority Farm and Non-Farm Enterprises in Refugee-Hosting Districts under the Development Response to Displacement Impacts Project Phase II (DRDIP-II) Reference No.: OPM/DRDIP-II/CONS/2026-27/00013 Issued on 23rd July 2026 The Government of Uganda has received financing from the World Bank toward the cost of the Development Response to Displacement Impacts Project Phase II (DRDIP-II) and intends to apply part of the proceeds toward payments under the contract for Consultancy Services to Conduct a Value Chain and Market Systems Analysis for Priority Farm and Non-Farm Enterprises in Refugee-Hosting Districts. The consulting services (“the Services”) include undertaking a comprehensive value chain and market systems analysis of selected farm (agriculture and livestock) and non-farm enterprises in the twelve (12) refugee-hosting districts under DRDIP-II in order to identify scalable, market-led opportunities that will enhance household incomes, employment creation, private sector participation and inclusive economic development for host communities and refugees. The assignment will include, among others: Reviewing existing value chain studies, market assessments and relevant project documentation; Undertaking value chain mapping and market systems analysis for priority farm and non-farm enterprises; Assessing market actors, supporting services and the enabling environment; Identifying systemic market constraints and opportunities for private sector investment; Evaluating market systems against employment, income generation, climate resilience and social inclusion objectives; Conducting stakeholder consultations and validation workshops; Preparing inception, draft and final reports, including market system maps, value chain analyses and a pipeline of priority investment opportunities. The assignment will be implemented in the twelve (12) refugee-hosting districts of Yumbe, Madi-Okollo, Koboko, Obongi, Adjumani, Terego, Lamwo, Isingiro, Kamwenge, Kyegegwa, Kikuube and Kiryandongo, and is expected to be completed within 60–90 working days from contract signature. The detailed Terms of Reference (TOR) may be obtained from the address below during official working hours or upon request by email. The Office of the Prime Minister now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The firm shall have a minimum of eight (8) years' experience in conducting value chain analysis, market systems analysis, market assessments, enterprise development studies or similar assignments in Uganda or comparable developing-country contexts. Demonstrated experience in undertaking agricultural, livestock, agribusiness, enterprise development, market development or private sector competitiveness studies financed by Government, development partners or international organizations. Demonstrated experience in designing and implementing market systems assessments involving value chain mapping, private sector analysis, stakeholder consultations and field-based data collection. Demonstrated experience in preparing analytical reports and practical recommendations to support market-led development, enterprise growth and private sector investment. Availability of appropriate technical and managerial capacity to successfully undertake assignments of similar scope and complexity. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, Fifth Edition, February 2025, setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a Joint Venture and/or a Sub-consultancy. In the case of a Joint Venture, all partners shall be jointly and severally liable for the entire contract if selected. A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank Procurement Regulations.
