(1) Vendor needs to provide comprehensive plan update and coordinated zoning and development regulations modernization services to the government authority located in Kansas.• Establish a compelling, achievable community vision. Reflect Salina’s identity, regional role, economic strengths, and aspirations, with a credible route from vision to implementation. • Assess implementation progress, retain successful policies, resolve inconsistencies, and distinguish feasible priorities from ideas requiring further validation. • Strengthen housing and distinctive community areas. Integrate Live Salina; support reinvestment, housing choice, neighborhood identity, public spaces, and geographically focused priorities. • Guide fiscally responsible growth and infrastructure. Coordinate land use, street networks, utilities, sidewalks, public facilities, annexation, and the efficient extension and maintenance of services.• Enhance character, access, and economic vitality. Address downtown, corridors, gateways, the river, employment areas, neighborhood commercial services, and connections to parks and nature. • Build community ownership. Use inclusive, efficient, sustained engagement that reaches beyond usual participants and communicates how input affects decisions. • Modernize and coordinate development regulations, substantively review and as needed, align related codes, simplify approvals, and create objective, flexible standards. • Make implementation measurable. Assign priorities, partners, time frames, funding considerations, reporting measures, and regular review. (2) All the questions must be submitted no later than November 23, 2026.
