(1) Vendor needs to provide 24x7x365 toll–free crisis hotline and educational services.• Provide comprehensive services for a vendor to operate a crisis hotline and provide quality mental health education and resources• Operate a 24–hours a day, 7–days a week, toll–free crisis hotline dedicated to the agricultural industrya. Ensure calls are answered by trained behavioural health specialists who can assist callers directly but also provide resources that are relevant and responsive to the caller’s needs.b. Refer callers for further mental health counselling.• Provide Question, Persuade, Refer (QPR), or similar trainings.a. Identify Texas organizations, communities or other groups as target audiences and seek pre–approval from agency.b. Organize location, date, time and all relevant details to execute the training.c. Qualifications of instructors: QPR trainer for the agricultural and community groups one must complete the QPR Institute’s QPR Gatekeeper Trainer Certification Course, and the Farm Response® training on agricultural stress. d. Four QPR trainings must be completed each year with agricultural and community groups. Participants should be able to demonstrate an increased comfort level in discussing mental health issues and addressing them with a person they encounter who may be having a mental health issue.e. Conduct training and solicit feedback from attendees.f. Duration of training: A minimum of least 1.5 hours duration for each training• Operation of a 24/7 toll–free farmer and farm worker crisis telephone hotline,• Training for healthcare and mental health providers to respond appropriately to members of the agriculture community when engaged in a mental health situation• Training for agriculture and community organizations to recognize and respond to mental health crises and raise awareness of mental health issues impacting agriculture workers and suicide prevention• Refer callers for further mental health counseling• Provide Farm Response training (or similar) to healthcare professionals to improve their understanding of stressors impacting agricultural producers, workers, and communities(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 7, 2026(4) Pre–bid meeting will be held on July 1, 2026
