– Vendor needs to provide strategic planning consulting services. – Provide developing next five–year strategic plan (2027–2031).– Development of mission, vision, values.– Establishment of strategic goals, objectives, strategies, and action plans.– Draft strategic plan creation and revision.– One public presentation to the select board of the updated strategic plan.– Review all relevant department information, including but not limited to current and prior strategic plans, personnel and staffing information, training programs, call volume data, operating and capital budgets, departmental policies, administrative structure, and community engagement initiatives.– Final strategic plan shall be a professionally formatted document that includes a department overview, mission statement, vision statement, values, strategic goals, objectives, action plans, implementation schedule, and performance indicators.
