(1) Vendor needs to provide financial advisor services to the government authority located in San Antonio, TX. – Serve the agency as financial advisor in its debt and financial management program. – The financial advisor services requested include traditional services and non–traditional financial services.– Traditional services include, quantitative analysis, evaluation and presentation of financing options, provision of timely credit market information, preparation of offering documents, advice and assistance with the structuring, marketing, issuance, sale and delivery of debt instruments, as well as attending meetings and the provision of on–going services after the successful delivery of a debt issue.– Non–traditional financial services are also requested to include tracking of economic trends and providing economic projections, which may impact the agency’s financial position, assistance in the development of long range revenue and expenditure projections, assistance with arbitrage issues and other services as may be negotiated. – Review and analyze debt structures, revenue cash flows, trends of assessed valuation, the agency’s present and future taxing capabilities, and the present and proposed taxing requirements.  – Assist the agency in securing competitive bids and services from bond underwriters, paying agents/registrars, financial printers and other services rendered from other parties associated with financial transactions.– Assist the agency with the sale and delivery of bonds and/or certificates, or other debt instruments.– Assist in the development of the long–range financial forecasts.  – Assist in identifying and obtaining new sources of funding for capital needs of the agency as may be available from open market leasing, state and/or federal grants, or other incentive programs.(2) All the questions must be submitted no later than August 15, 2026.
