(1) Vendor needs to provide artificial intelligence (AI) powered pre–plan check assistant tool.– Artificial Intelligence (AI)–Powered Pre–Plan Check Assistant (AIP PPC Assistant) to facilitate development services and enhance the overall customer experience.– Automating pre–plan check completeness validation.– Integration with existing city information and permitting systems.– Provide a dynamic application form that enables users to enter city defined data fields. These fields may incorporate AI assisted validation and verification capabilities such as addresses, proposed project scope, intended use, and other application details.– Staff–facing review and analytics mode.– Provides a secure interface for existing city applications, including future city systems, to integrate with the AIP PPC tool.– System will translate textual code requirements into machine–readable, configurable logic.– Develop an AI model capable of analyzing building plans in standard formats (PDF, CAD, BIM) and identifying potential code violations.– Visual and spatial data parsing.– Contextual feature detection.– System shall allow users to upload plans and supporting documents in approved file formats.– System shall perform AI–assisted validation of entered application data. The system will validate addresses against city records and GIS databases.(2) All questions must be submitted no later than September 4, 2026.(3) A mandatory proposers conference will be held on July 29, 2026.(4) The contract period will be for three years.
