(1) Vendor needs to provide financial consulting services to the government authority located in Newburgh, NY. – Assist the agency in developing the 2027 budget and assisting in other general budget/accounting related activities. – Review existing processes in the finance department.– Review existing cash handling procedures and develop cash policies for all departments.– Review existing adopted 2026 budget and provide feedback.– Review agency requests for the 2027 budget and advise agency on viability of requests.– Review and analyze anticipated revenue for purposes of developing 2027 budget.– Project anticipated budget requirements for any modifications or changes to existing labor union contracts implemented in 2027.– Attend all agency budget workshops and budget meetings through the months of September, October and November 2027 for the purpose of assisting agency with developing and adopting the proposed 2027 budget.– Project anticipated budget requirements for any modifications or changes to existing labor union contracts implemented in 2027.– Develop and review anticipated tax levies for 2027.(2) All the questions must be submitted no later than July 13, 2026.
