(1) Vendor needs to provide cloud–based cellular training platform. • Training platform must:– Be a cloud–based SMS and mobile web development platform specifically designed for workforce development and training that enables the delivery of mobile–responsive training and content via text messaging without requiring users to download a native application.– Be a platform that must allow access using keywords, QR Code and text.– Support micro–learning and targeted communication with specific audiences.– Enable the scheduled release of training content, reminders, surveys, and links to resources directly to a user's native mobile device.– Accommodate a variety of content formats including plain text, photos, videos, audio, presentations, Word documents, PDFs, quizzes, tests, polls, and surveys, but not need to be Sharable Content Object Reference Model (SCORM) compliant.– Provide real–time reporting with engagement metrics, where all interactions are time–stamped and can be viewed on a dashboard or exported for record–keeping.(2) All the questions must be submitted no later than August 3, 2026. (3) The contract period will be for one year.
