TRANSPORT-12108 - USA (Virginia Beach, Virginia) - Operations and Fleet Management Services for Micro-Transit - Deadline October 28,2026

(1) Vendor needs to provide operations and fleet management services for micro–transit to the government authority located in Virginia Beach, VA. – The microtransit service will serve as a flexible, on–demand transit solution that complements existing fixed route services while helping the agency achieve the strategic goals. – Develop logistical and operational strategy that delivers a turnkey approach to implementation.– Manage the service, which includes implementing innovative marketing strategies, coordinating with agency staff liaisons and operating the service• Generate standard performance data utilized by transit professionals to evaluate the operational health of the transit system.• Provide comprehensive, transparent, and real–time collection and sharing of performance data with the agency project partners, and the public, including a data dashboard covering ridership, customer service and satisfaction, and financial performance.• Fare collection and payment solutions:– Optional payment solutions: Provide a description of proposed payment options and mechanisms that support the agency’s transportation equity goals.– The offeror will be responsible for all fare collection.– The offeror shall clearly identify all anticipated agency costs, including startup costs, operating costs, revenue assumptions, and sponsorship opportunities• Manage the service and coordination of any sub–consultants and all project activities including meetings with staff and stakeholder groups.• Prepare a detailed work plan with an achievable timeline for the service launch, including the parties responsible for each item.• Develop and implement an extensive and innovative marketing strategy that seeks to provide meaningful information to community members of all ages and backgrounds.(2) All the questions must be submitted no later than October 14, 2026. (3) The contract period will be for one year. (4) Non–mandatory pre–bid meeting will be held on October 8, 2026.
