Vendor needs to provide discovery, planning and solution to modernize early childhood program technology systems– Two major modernization tracks: (1) designing a future financial management system to replace the aging Early Learning Scholarships Administration System (ELSA) and lay the foundation for eventual unification with Child Care Assistance Program (CCAP) payment systems, and (2) assessing and planning for a simplified, integrated CCAP application and eligibility system aligned withEarly Learning Scholarships. – Financial Management SystemO Child–level association with one or more funding streams O Household–level association with one or more funding streams O Program provider site–level association with one or more funding streams• Payment transaction initiation, tracking, adjustment and reconciliation activity functionsO Prospective payment for services anticipated to be provided by eligible, participating early care and education program providers, leveraging data collected via the Enrolment & Attendance product in the Provider and Agency Solutions Product Line on the Salesforce platform O Payment of invoiced/billed services provided by eligible, participating early care and education program providers O Payment adjustments based on actual services delivered as identified after prospective payment made, or invoicing corrections• Support operational reporting and monitoring needs• Integrate with relevant storage and analytics infrastructure– Application and Eligibility System• Discovery plan describing the approach, individuals or groups identified for engagements, timeline, resourcing, assumptions  • Artifacts supporting and documenting the discovery effort, as appropriate to the problem space • Discovery summary, findings and insights  O Child–level and household–level eligibility for multiple programsO Allows for integration or validation against other financial assistance program eligibility systems for presumptive eligibility,• Provide flexible eligibility tracking, adjustment, and reconciliation tools, • Support reporting and monitoring needs.
