(1) Vendor needs to provide health information technology consultant services to the government authority located in Bismarck, ND.– The report must provide sufficient detail to support review, discussion, and potential decision–making related to cooperative purchasing, technology alignment, implementation feasibility, and long–term sustainability.– Categories to be assessed, including clinical services, technology, electronic medical records, interoperability, cybersecurity, workforce, behavioral health, financial and regulatory infrastructure, care coordination, access barriers, telehealth, population health, and sustainability.– The inventory must provide sufficient detail to support review, planning, prioritization, and decision–making related to EMR functionality, provider readiness, implementation gaps, training needs, and potential cooperative purchasing opportunities.– Approach for assessing current EMR systems, functionality, provider workflows, staff competency, system utilization, and technology access across participating providers.– EMR functions are available and fully utilized, including provider workflows, staff access, documentation processes, patient portal functions, scheduling, prescription refills, patient education, reporting, and other core functions.– EMR solution, including staffing, workflows, technology access, training capacity, infrastructure, leadership support, and operational constraints.– EMR access points, remote patient monitoring tools, video visit platforms, peripheral devices, system connectivity, and other technology needed for full implementation.(2) All the questions must be submitted no later than July 15, 2026.
