(1) Vendor needs to provide health and welfare programs consultant services to the government authority located in Colorado.• Providing high–quality public services while offering a competitive and sustainable employee benefits program• Employee benefits program and is responsible for developing and implementing benefit strategies that support organizational goals, fiscal responsibility, compliance with applicable laws and regulations, and positive employee experience.• Provide comprehensive strategic consulting, brokerage, market analysis, vendor management, compliance guidance, data analytics, communication support, and ongoing account management to assist the organization in achieving its employee benefits objectives.• Provide innovative solutions, transparent compensation practices, exceptional customer service, measurable value, and a collaborative approach to supporting both organizational leadership and employeesDevelop long‑term benefits strategy aligned with organizational and financial goals• Conduct market assessments and prepare comparative analyses and recommendations.• Provide financial analysis including budgeting, renewal projections, claims forecasting, cost modeling, multi‑year planning, contribution strategies, and ROI evaluations• Provide benchmarking against public sector, regional, national, and comparable municipal employers.• Evaluate benefit prevalence, plan competitiveness, employee contributions, premium positioning, and employer cost. • Develop benefit communication materials including enrollment content, guides, notices, presentations, educational tools, and communication strategies.• Provide consulting assistance including board presentations, executive briefings, budget participation, strategic planning involvement, studies, summaries, and committee support.
