– Vendor needs to provide independent data center subject matter expert and technical advisory services to the government authority located in Topeka, KS. – Provide serve as the city's independent Subject Matter Expert (SME) regarding data center development.– Provide objective, science–based, and technically sound advice regarding all aspects of potential data center development and associated infrastructure.– Subject Matter Expertise:• Serve as the city's primary independent technical advisor on all matters related to data center development.• Interpret complex technical information and present findings in a manner understandable to elected officials and the public.– Utility Infrastructure Evaluation:• Evaluate potential impacts on municipal and third–party infrastructure, including existing capacity and the potential need for improvements.• Review utility demand studies prepared by applicants or third parties and provide independent evaluations of assumptions, methodologies, and conclusions.– Land Use and Planning Analysis:• Review existing land use policies and zoning regulations.• Evaluate appropriate locations for data center development.– Economic Cost–Benefit Analysis:• Conduct an independent evaluation of the fiscal (cost/benefit analysis), economic, infrastructure, environmental, and community impacts of proposed data center developments.
