(1) Vendor needs to provide business license, short–term lodging and transient occupancy tax software.– Providing a business license processing, short–term lodging permitting, and transient occupancytax reporting software.– These services shall support the business license application processing, annual renewals, short–term lodging permitting and management, and transient occupancy tax (TOT) for short–term rentals and hotels.– The Consultant shall deliver a system that:• Centralizes data collection and management for all business license, TOT, andshort–term lodging permit activities• Supports the administration of approximately 1,550 short–term lodging permits• Automates application, renewal, billing, and payment processes• Provides a secure, user–friendly public portal for customer self–service• Enhances compliance, enforcement, and revenue generation through data toolsand reporting• Ensures full City ownership, access, and portability of all data– Business License, TOT, and Permit Administration• Automate application, renewal, updates, closures, suspensions, and revocations• Support monthly, quarterly, and annual billing cycles for taxes and fees• Calculate taxes, fees, penalties, and back taxes based on configurable rules• Assign multiple licenses and permits to a single account• Categorize accounts and apply tax rates accordingly– Payment Processing and Cashiering• Accept payments via cash, check, credit card, and ACH/EFT• Support online, in–person, and phone payments• Allow split and partial payments across multiple invoices or fee types• Allow credit to be applied to future balance or transfer credit between accounts,permits, and licenses• Ability to configure and automatically calculate and apply fees• Ability to configure and calculate penalties by fee type• Ability to calculate back–tax using the historical fees and rates (2) The contract period will be for three years.(3) All the questions must be submitted no later than August 17, 2026.
