(1) Vendor needs to provide downtown master plan service to the government authority located in Arlington Heights, IL. • Downtown master plan needs an update to plan future growth and consider significant redevelopment opportunities to the west of the downtown that may influence its future.• A comprehensive public outreach plan involving community residents, businesses, and other key stakeholders.• Schedule and facilitate public outreach efforts to gather input from those stake–holders on a variety of topics and themes.• Provide an analysis of the existing conditions of the downtown including to commercial trends, placemaking, walkability, liability, parking, and wayfinding.• Data collection and existing conditions report.• Redevelopment goals and potential development opportunities• Traffic and parking management• Signage and wayfinding• Placemaking opportunities• Programming opportunities, both municipal and private.• Pedestrian and multi–modal access and amenities.• Implementation and financing strategies.• Additional themes and priorities identified by the public and steering committee (2) All the questions must be submitted no later than July 01, 2026.
