Citywide Scooter Sharing System

The City of Norfolk (the “City”) is striving to be a multi-modal friendly city for all levels of riders with multiple transit options. The City is soliciting proposals from qualified offerors interested in providing a financially self-sustaining automated on-demand public stand-up type electric scooter sharing system ("Electric Scooter Sharing System" or "System"). The purpose of this solicitation is to select an offeror to implement, maintain, operate, and market an Electric Scooter Sharing System within the City. The ideal program will incorporate information technology to operate a fleet of shared scooters which may be checked out from one scooter sharing station or area and returned to another in a network of stations or areas.
