(1) Vendor needs to provide inmate technology system including an Inmate Telephone Service and an Inmate Tablet Service for the supervision of approximately 149,000 incarcerated Inmates to the government authority located in Huntsville, TX.– Is an automated system that does not require Department intervention.– Is capable of being expanded and upgraded.– Allows all system components and functions to be in use simultaneously.– Digital Recording System– Shall provide a full–time Digital Recording System (DRS) for all ITS functionality, with capacity for expansion, to ensure that all calls and visits on the ITS are recorded from initiation to completion, unless otherwise specifically exempted by the Department– The audio of both parties on all calls shall be recorded with call details and related information and stored for a minimum of 36 months from the date of the call.– Storage shall maintain the current 36 months of all recorded audio calls with full and immediate access to records from local and remote locations.– The Inmate Telephone Service shall be able to validate the Inmate’s biometric information with that Inmate’s specific PIN and/or PBI. Calls shall be completed only after the successful validation with a specific Inmate's PIN and/or PBI and the Inmate's PAN list.– The Inmate Telephone Service shall be programmable to allow for the restriction of an approved telephone number– The Inmate Telephone Service shall allow the assignment of a list of specifically allowed numbers, such as attorney numbers, to be flagged to override programmed recording and monitoring features.(2) All question must be submitted no later than August 7, 2026.
