The Applicant respectfully requests that any contact be specific to this request. Any other contact is discouraged. Lewis County School District (the Applicant) is requesting proposals for self-provisioned (applicant-owned) network construction or services provided over third-party networks in order to provide WAN connections between its eligible site and the Applicants network head-end, located at Lewis County High School, 79 Lion Lane, Vanceburg, KY 41179, beginning July 1, 2027. Site to be connected to the head-end is Lewis County Bus Garage- 174 Lions Lane, Vanceburg KY 41179. Your proposal should include pricing options for connections between each endpoint site and the head-end site as described in the specifications that follow, and leased service agreements should allow for service level changes to be made to any location during the term of the contract. Nothing in this document should be construed as the Applicant expressing a preference for one type of solution over another. The Applicant intends for this RFP to be technology-neutral and will consider any owned or leased transport medium that meets the requirements expressed in this RFP including both fiber and non-fiber options. Options: The Applicant requests that respondents propose design and pricing for a self-provisioned network build (installed by a vendor and owned by the Applicant) of new fiber or any equivalent technology capable of scaling from at least 10 Gbps to 40 Gbps between the specified locations. If a fiber solution is proposed, we request that six (6) to twelve (12) strands be built and we would intend to light all six (6) strands to each site in the first year. The cost of the strands not lit during the funding year will be allocated out as ineligible charges by the Applicant in accordance with E-rate rules. Other technical means of providing the above-described customer-owned network not specifically described above (eg: wireless, coax, copper) must meet or exceed the applicable portions of the solution description herein. As an alternative, providers can quote leased services provided over their third-party network, using any transport medium (fiber, wireless, coax, copper) or equivalent that meets the specifications outlined in the leased lit fiber and required Service Level Agreement specifications in the RFP. For leased services, the Applicant seeks a 5-year contract with up to FIVE optional voluntary one-year extensions; other terms will be considered. Extension terms and pricing must be spelled out in the proposal. Open-ended, automatically renewing, or "evergreen" terms are not acceptable and will not be considered responsive. Leased Lit fiber service proposals should include pricing options for at least 10 Gbps connections between each endpoint site and the head-end site, and should allow for service level changes to be made to any location during the term of the contract. Leased Dark fiber service proposals should be for a lease of up to 4 strands of fiber from the head-end to each eligible entity location; other configurations will be considered. Respondents must offer recurring Maintenance and Operations services and can, as an option, also offer pricing for the purchase of equipment that the Applicant will need to light the fiber; both either themselves or through 3rd party subcontractors. Respondents including the option of a quote to sell the equipment necessary to light the fiber should include the following new equipment (or its equivalent): Fortinet Fortiswitch 548F or equivalent, 1 at each end, for a total of 2 units with appropriate SFP modules for the project. It is acceptable for vendors of network equipment to bid these items (or their equivalent) without bidding the dark fiber itself. Respondents must separate non-recurring special construction charges, monthly recurring fiber lease and monthly Maintenance and Operations charges, and charges for equipment listed above as defined by E-rate eligibility rules. The Applicant requires that the selected vendor be willing to utilize the E-Rate SPI form of invoicing (discounted invoices). A voluntary site visit will be held at Lewis County Technology Office, 65 Central Elementary VANCEBURG, KY 41179 at 1:00pm EST on September 1, 2026. This will be the only opportunity to ask questions or to receive answers to questions related to this RFP. Respondents choosing not to attend in so doing acknowledge their understanding that they were offered and voluntarily declined the opportunity.
