(1) Vendor needs to provide on call behavioral health outreach program service. – Agency is seeking WA state licensed behavioral health and substance use service providers to develop and implement a model that is responsive to the needs of agency residents that experience behavioral health issues.– Perform outreach, engagement and appropriate interventions and referrals for agency residents who have untreated or inadequately treated behavioral health and substance use conditions that contribute to poor health outcomes and make it difficult for these individuals to maintain housing at agency.– Provide rapid response and crisis support to situations in which resident behaviors suggest that a potential mental health crisis is developing and needs to be addressed.– Agency is seeking a behavioral health provider or integrated provider partnership that can capably build collaborative and sustainable service strategies.• Engagement strategy 1 – Rapid response to needs of residents in the priority population:– Within two business days, including in–person stabilization in pre–crisis situations for individuals whose behaviors may be escalating to unstable or unsafe situations.– Conduct a minimum of 3 contact attempts, including at least 2 in–person attempts where feasible, before discontinuing engagement efforts.– Communicate either via email or phone at the earliest reasonable opportunity.• Engagement strategy 2 – Outreach and engagement to residents in the secondary population:– Provide outreach, engagement, stabilization and linkage to care for residents at buildings prioritized by agency in collaboration and consultation with the service provider.• Engagement strategy 3 – Provide nursing services: – Provide 8 hours onsite nursing services to agency residents.– Nursing services to be provided during the agency office hours between 8:00 am to 4:30 pm at a minimum 1 day per week.(2) All the questions must be submitted no later than September 17, 2026. (3) The contract period will be for one year. (4) Pre–bid meeting will be held on September 10, 2026.
