Vendor needs to provide forensic accounting examination, profitability analysis, and golf course maintenance and capital improvements review services to the government authority located in Washington.1. Contractual and financial mapping; records preservation audit plan:– Conduct an entrance conference with designated district staff and counsel to establish objectives, reporting lines, timing, litigation status, current record access, document preservation, and work priorities.– Map the legal entities, ownership and management structure, identify all operators, related entities and principals and key third parties associated with the golf course, cart rentals, pro shop, food and beverage, events and tournaments, instruction, equipment leases, memberships, and maintenance and operations.– Assess system changes and historical data availability, including native exports, transaction detail, audit logs, overwritten data, and record–retention practices. Identify the earliest feasible testing periods and material limitations.2. Gross greens–fee reconstruction and rent reconciliation:– Obtain and reconcile general ledgers, financial statements, budgets, forecasts, tax filings, bank statements, cancelled checks, deposit records, credit–card records, merchant–processor settlements, cash logs, journal entries, subledgers, and any other relevant documentation.– Trace selected transactions from source documents through authorization, recording, settlement, bank activity, and financial reporting, and from the ledger back to underlying evidence.– Analyze transaction populations for duplicates, gaps, round–dollar entries, unusual timing, split purchases, weekend or after–hours activity, sequential invoices, altered payees, dormant or new vendors, payments just below approval limits, unusual refunds or voids, negative sales, transactions involving employees or related parties, and potential personal or non–business use.3. Complete operating results, owner benefits and reasonable–profit:– Reconstruct annual financial results for the entire golf course business, including greens fees, pro shop, cart rentals, food and beverage, tournaments, lessons, memberships, and other relevant operations. Reconcile income statements to general ledgers, tax returns, bank accounts, balance sheets, cash flows, and any monthly reports.
