MRB-57320 - Uganda - Strategic Plan Development Service - Deadline September 30,2026

(1) Vendor needs to provide strategic plan development service. – The Consultant facilitates evidence synthesis and drafting; Management retains ownership of the strategy, and the Board governs direction, risk, affordability and accountability.– The Consultant will apply participatory, evidence–based methods (portfolio analysis, theory of change, prioritization matrices) and value–for–money/zero–based budgeting principles when costing the plan and the Year One budget.– Strategic framework, theory of change and portfolio prioritization matrix, validated by the Board/Steering Committee.(2) All the questions must be submitted no later than September 28. 2026.
