Country: Republic of Mozambique Name of Project: Mozambique Safer Roads for Socio-Economic Integration(SRSEI) Grant No.: IDA-E0780 Assignment Title: Environmental, Health and Safety Specialist, PMU Reference No . MZ-PMU-555677-CS-INDV The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) involves strengthening the PMU’s capacity to ensure environmental, social, health and safety (ESHS) sustainability of the operations under its oversight. The Specialist will support the identification, assessment, management, monitoring, and supervision of ESHS risks and impacts, and ensure that the preparation and implementation of projects are carried out in accordance with the applicable national legislation, the World Bank ESF or Ops, as applicable, GIIP, and with the requirements of other financing partners where relevant. The Specialist should provide technical assistance to the UCP and the implementing entities (including Technical Units (UTs) / Project Implementation Units (UIPs= and sectoral agencies) in the design, implementation, monitoring, supervision and reporting of ESHS management instruments and measures. The Specialist should support the preparation, review and consolidation of technical reports on ESHS performance and compliance, ensuring that projects’ activities are implemented in accordance with applicable ESHS requirements. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria. It is mandatory to specify the reference number and the job title, for the EOI to be considered.The criteria for selecting the Consultant are found in section 7 of the Terms of reference. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
