(1) Vendor needs to provide public facilities financing program evaluation, financing plan, nexus study and fee schedule update services to the government authority located in San Luis Obispo, CA.– Develop a legally defensible, data–supported, and administratively workable impact fee program that fairly allocates the cost of public facilities and infrastructure needed to serve new development.– Updated plan should include a fee calculation and analysis methodology to enable the county to waive fees or portions of fees for certain projects that qualify as deed–restricted affordable housing.– General plan, community plans, housing element, and relevant land–use assumptions.– Building permit activity, population, employment, and service population data.– Calculate the need and cost of capital infrastructure to serve new development.– Provide economic and population projections.– Allow the county to waive fees for specified deed–restricted affordable housing projects.– Data assembly, growth forecasts, and facility needs.– Public facilities financing plan update and report on program review.– Updated public facilities financing plan must be consistent with the current capital improvement plan and capital facilities list and include site and building locations for expanded and/or new facilities of various county infrastructure providers.(2) All questions must be submitted no later than July 27, 2026.(3) The contract period will be for one year.
