The Government of Meghalaya has signed with the World Bank toward the cost of the Meghalaya Multisectoral Project for Adolescent Wellbeing, Empowerment and Resilience (MPOWER), and intends to apply part of the proceeds toward payments under the contract for the Printing and Supply of Study Materials for Second Chance Learning of Out-of-School Children. 2. The Meghalaya Basin Management Agency now invites sealed Bids from eligible Bidders for Printing and Supply of Study Materials for Second Chance Learning of Out-of-School Children . Details description of Goods required, including quantities, location, delivery period refer to Section VII Scheduled of Requirement of the bidding document. 3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. This procurement shall be evaluated on the basis of the Most Advantageous Bid in accordance with the evaluation criteria specified in the Bidding Document. 5.Interested eligible Bidders may obtain further information by emailing to mpowerprocurement.mbma@gmail.com. 6. The bidding document is available on https://www.mbma.org.in/ and https://mbda.gov.in/. The bidders would be responsible for checking the website for any amendment or corrigendum and incorporate the same while submitting the bid. 7. Bids must be delivered to the address in hard copy at O/o MegARISE, RDL Building, Springside, Lumsohphoh, Nongthymmai, Shillong-793014. on or before 27th August, 2026 at 15:00 (IST) . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at O/o MegARISE, RDL Building, Springside, Lumsohphoh, Nongthymmai, Shillong-793014 on 27th August, 2026 at 15:30 (IST). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of INR 2,12,000/-. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding documents.
