(1) Vendor needs to provide recycling engagement and analytics application solution to provide a resident–facing mobile application (City–branded or otherwise) and web–based tool for waste and recycling engagement, education, and outreach..– Provide residents with an application and web–based tool that can be used to provide notifications on services and service delays through a calendar and text, email, and push notification system.– Provides curb side collection to approximately 116,000 households servicing refuse weekly, recycling biweekly, and yard debris biannually.– Additionally, the agency operates programs that allow for drop–off of curb side recyclables, dedicated glass recycling, electronics and household hazardous waste, scrap metal, and yard debris through a combination of internal operations and contracted vendors.– Tools should be accessible via mobile application and web–based online hub for collection requirements, reminders, drop–off locations, and special event information.– Item search tool must include ability to search by keyword and image with locally–informed disposal guidelines. Links to map tools and directions for drop–off and disposal locations a plus.– Residents who download the mobile app should be provided push notifications by default. residents who access the online tool should be able to sign up for email or text notifications.– Residents should be able to toggle or cancel notifications easily.– Residents who access the online tool should be able to sign up for email or text notifications.– System should allow for automated notifications (e.g., collection day reminders), scheduled notifications (e.g., education or event reminders), emergency notifications (e.g., service cancellations, hazards affecting collection, etc), and ideally persistent or banner notifications within the app and on the browser.– If the system permits for online payment and scheduling features, this would be a plus, but it is not mandatory.(2) All the questions must be submitted no later than September 28, 2026.
