(1) Vendor needs to provide operations, research, and broad innovative technologies services to the government authority located in Houston, TX.• This contract will provide mission concept development and formulation studies; systems engineering and discipline engineering services; spaceflight enabling and mission operations support; specialized information technology (IT) and end–user support services; software development and sustainment; and advanced mission research and development (R&D) support.• Contract Management– The Contractor shall:a. Designate a management interface authorized to direct day–to–day work, coordinate with agencyon contractual matters, respond to Government questions and action items, and resolve problems.b. Prepare program performance metrics and report performance in accordance with the applicableData Requirements Documentsc. Accept and utilize existing Government hardware, software, and documentation unless otherwiseagreed with agency.d. Adhere to the applicable Center Quality Management System (QMS) and organization–levelquality management documentation identified in the task order.• The Contractor shall implement changes to hardware and software components managed under the task orders.• These changes shall include corrections of issues documented in deficiency reports, sustainingengineering change requests, and any other change authorized by the Government.• The Contractor shall provide end–to–end engineering support across the mission life cycle, including mission concept development, formulation, and systems and discipline engineering for spacecraft, instruments, launch systems, and ground systems• Provide project support including configuration and data management• Provide technical meeting facilitation• Provide cross organizational planning(2) The contract period will be for one year.(3) Total Small Business Set–Aside
