(1) Vendor needs to provide transmission operator services to the government authority located in Alexandria, LA. – Provide supervision and certified personnel in connection with the twenty–four hours per day, seven days per week, three hundred and sixty–five days per year operation. The certified personnel should be certified at the Transmission Operator level at a minimum.– Provide a transmission Control Center with:• Redundant and diversely routed data exchange infrastructure.• Redundant Inter–Control Center Protocol (ICCP) data circuits between Master Station and transmission control center and between transmission control center and operations center.• Supervisory Control and Data Acquisition (SCADA) for all POD with a scan rate not to exceed four (4) seconds.• Real–time alarms that are both visual and audible.• Primary and back–up voice communications (land line, cell phone, VOIP, satellite phone, etc.)• Real–Time alarming/flagging for data quality.• Back–up power supply using on–site generation.– Provide transmission control center back–up functionality(2) All the intent to bid due must be submitted no later than September 18, 2026.
