(1) Vendor needs to provide core business plan service.– The selected Consultant will be responsible for the following tasks:• Business Plan Development– Prepare department–level business plans.– Establish strategic goals, objectives, initiatives, and performance metrics.• Stakeholder Engagement– Facilitate discussions with department leadership.– Gather input from key organizational stakeholders.– Use the engagement process as a professional development opportunity for district executive leadership.• Develop a Five–Year Business Plan– Create a realistic and sustainable five–year business plan for each department and division.– Align operational plans with projected growth, community needs, and strategic priorities.• Staffing and Workforce Analysis– Conduct staffing assessments for all departments and divisions.– Develop staffing ratios, benchmarks, and growth projections.(2) The contract period will be for five years. (3) All the questions must be submitted no later than September 15, 2026.
