Non-competitive Justification: Due to critical nature of the leak repair, contractor had to be mobilized right away without a competitive RFX process. 'Associate Engineering' has experience in designing/inspecting of the bypass tee required as they were involved in the original design during the Bearspaw Feeder main emergency response. As the design is materially similar, engaging Associated Engineering will reduce the timeline for design to be completed in preparation of fabrication.
