PMU Monitoring and Evaluation Consultant — Sustainable Management of Substances Controlled by the Montreal Protocol

REQUEST FOR EXPRESSION OF INTEREST Recruitment of PMU Monitoring and Evaluation Consultant (C3-IC5) The Socialist Republic of Viet Nam has received a grant from the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer, administered by the World Bank (WB) and the United Nations Environment Programme (UNEP), to implement the Sustainable Management of Substances Controlled by the Montreal Protocol Project (SMS-MP) under Department of Climate Change (DCC) and intends to use part of the grant to cover eligible expenses under this Contract. The SMS-MP PMU plans to recruit a national individual consultant to implement the PMU Monitoring and Evaluation Consultant Contract (C3-IC5) to support the implementation of the Project with the following requirements: - Relevant university degree in the area of environment, engineering, economics, management or other related fields. - Experience in monitoring and evaluating. - At least 5 years of monitoring and evaluation experience, preferably working for projects of international donors such as the World Bank, ADB, or other donors. - Having knowledge on Viet Nam’s environment and social risk management, regulations and policies on environment. - Experience in and knowledge of the World Bank’s Environmental and Social Framework and Environmental and Social Standards are a plus. - Good command of English. - Office and writing reports skills and computer literacy. - Understanding on controlled substances, procedures and regulations of government agencies. - Ability to work under pressure, multitask, and meet deadlines. - In good health. The PMU will select consultant through an individual consultant selection process in accordance with the World Bank's procurement regulations.
