(1) Vendor needs to provide catalyst fund administrator service to the government authority located in Seattle, WA.• The Fund will address a critical barrier facing nonprofit homeownership developers, including community land trusts, Habitat for Humanity affiliates, and other mission–driven organizations: inadequate access to affordable and flexible predevelopment and construction financing• Increase the production of permanently affordable homeownership opportunities for low– and moderate–income households.• Expand access to affordable predevelopment and construction financing for nonprofit homeownership developers.• Accelerate housing delivery through the use of off–site construction methods, including 2D panelized and 3D modular construction.• Promote statewide growth and capacity within Washington's off–site housing manufacturing sector.• Create a revolving financing mechanism that recycles capital through home sales, resulting in a sustainable and scalable source of development financing.• Leverage additional public, philanthropic, and private investment to maximize the impact of agency capital.– Loan Origination and Underwriting• Market financing opportunities statewide to eligible nonprofit homeownership developers.• Conduct borrower eligibility reviews, underwriting, risk assessment, and loan approvals.• Provide financing for predevelopment activities, site preparation, infrastructure improvements, acquisition, development costs, and construction activities.• Minimize financing costs and administrative burdens on nonprofit borrowers.– Portfolio Management• Service and monitor all Fund loans.• Ensure timely repayment upon home sale or other approved repayment events.• Recycle repaid capital into new eligible projects.• Monitor portfolio performance and implement risk mitigation measures.(2) The contract period will be for one year.
