Vendor needs to provide independent financial consultant for expenditure analysis services to the government authority located in California.– Financial consulting firms or independent consultants to conduct a comprehensive analysis of the Authority’s financial condition, spending practices, long–term sustainability, and alignment of financial resources with its stated mission and strategic priorities.– Objective, independent assessment that will provide greater transparency into how financial resources have been generated, allocated, and spent over the past five fiscal years– Assess Financial Sustainability: Evaluate the Authority’s financial condition over the most recent five fiscal years and determine whether its current financial model is sustainable over the short medium and long term.– Analyze Historical Financial Performance: Identify trends in revenues, expenditures, staffing, consulting costs, capital commitments, reserves, liabilities and other significant financial indicators.– Evaluate Reserve Adequacy and Financial Resilience: Assess whether the Authority’s reserve levels, reserve policies, cash position, and contingency planning are appropriate given its operating risks, revenue structure, capital obligations, and long–term stewardship responsibilities
