(1) Vendor needs to provide evaluation study service to the government authority located in San Diego, CA• Conducting an evaluation of the per– and polyfluoroalkyl substances (pfas) in reservoir and provide short–term and long–term operation strategies for reducing the concentration levels either by blending or water treatment• Review the operation and hydraulic configuration of Olivenhain Reservoir, along with all available water quality data and relevant regulatory requirements.• Develop a Sampling and Analytical Plan sufficient to characterize the PFAS concentrations throughout the reservoir.• Summarize the analytical results, identify spatial and temporal patterns, and prepare figures and maps illustrating key findings• Evaluate operational strategies that will allow the use of reservoir water while maintaining compliance with applicable and foreseeable PFAS regulations.• Prepare a draft and final Technical Memorandum documenting the findings of PFAS characterization, monitoring recommendations, and the evaluation of operational strategy(2) Pre–bid meeting will be held on July 27, 2026
