(1) Vendor needs to provide general legal counsel service to the government authority located in St Helens, OR.• General Legal Services• Attend Board meetings (regular, work session, and executive session) as requested, and provide legal advice on matters before the Board.• Advise the Board and staff on compliance.• Advise on governance matters arising.• Advise on ethics and conflict–of–interest questions under the agency Law.• Provide general legal research and opinions on an as–needed basis.– Real Property, Land Use, and Utility Matters• Advise on real property leases • Advise on land use and permitting matters for communication towers, including interactions with local, state, and federal land use and environmental agencies.• Advise on utility rates, service extension, and connection charge matters, as applicable to the agency services.(2) The contract period will be for one year.
