(1) Vendor needs to provide computer assisted translation (CAT)) tool. – This Computer Assisted Translation (CAT) Tool solution will include Cloud–based Software–as–a–Service licensing, system integration and implementation, training, and ongoing technical support– This solution must be a robust, scalable translation and localization platform that supports multilingual communications across departments and public–facing services.– Create a new project. Demonstrate assigning a unique Project ID, cost codes, source/target languages, target milestone dates, and attaching source documents.– Show the system evaluating workload rules to prioritize projects based on team availability and cost constraints. Adjust a project’s priority level manually and automated staff notifications – Open a document in the visual, segment–by–segment translation interface designed for bilingual staff.– Demonstrate real–time term/phrase suggestions populated from. Show simple one–click controls to accept or reject suggestions– Access the centralized term–base. Search and filter approved terms, multilingual glossaries, definitions, and usage notes.– Attempt to import or manually enter a duplicate or conflicting term entry. Show the system automatically flagging or blocking the duplication– Run a live QA check on a translated file to automatically identify formatting bugs, inconsistent phrasing, and unapproved terminology.– Open the dedicated QA workspace. Show a reviewer accepting valid edits, rejecting improper terms, and leaving structured feedback for the translator– Retrieve a standard agency template (letter, order, or form) from the central repository. Show project metadata auto–populating into template fields automatically.(2) A pre–bid conference will be held on August 19,2026.(3) All question must be submitted no later than September 11, 2026.
